Locked users are those users who have tried to log in, unsuccessfully, more times then allowed per password policies. For example: password policies state that maximum number of log in attempts are 3.
When user tires to log in with wrong password for 4th time he will be added to this list and he will be unable to log in even if he uses correct password or resets it.
List of locked users in the system can be accessed by click on setup button 1, then Permissions section 2 in setup menu followed by click on Locked Users button 3.
